Teams assigned to the Western and Eastern Regional Offices of the Independent Commission of Investigations (INDECOM) responded to and began investigations into four security force shooting incidents resulting in the death of three men and the injury of a juvenile.
Three of the incident scenes were located in St. Andrew and the other in St. James.
Three firearms have been reported as recovered from the deceased males at the scenes.
During the scene response, all four scenes were processed for the collection of exhibits. The three recovered firearms as well as the firearms of the concerned officers, were collected, packaged and sealed for testing at the Government Forensic Laboratory. All concerned officers provided initial accounts and will be required under Section 21 of the Independent Commission of Investigations Act, to submit statements and attend the offices for interviews.
Spanish Town
An unidentified male was pronounced dead on arrival at the Kingston Public Hospital, following a police fatal shooting on February 9.
A black and chrome Smith and Wesson pistol was reported as recovered. The concerned officers stated that they were conducting enquiries into reports of a robbery at the Six Miles Bridge, when they were fired on by two men, and in response, fired in the direction of the men. One man escaped while the other was found with gunshot injuries, and died.
Glendevon, St James
Twenty-two year old, Jevon Richards was fatally shot by members of the Jamaica Defence Force (JDF) during a joint/police military patrol in Dallas, Glendevon in St. James on February 9. It is alleged that the military team was approaching a bar, when the deceased exited the establishment, and pointed a firearm at the soldiers. A member of the team fired at the man, who was later pronounced dead at the Cornwall Regional Hospital. A black and silver Smith and Wesson 9mm pistol was recorded as recovered from the deceased.
Adelaide Street, off Windward Road, Kingston 16
Twenty-two year old Javion Smith was fatally shot by the police during an operation in the Greater Brown’s Town area on the morning of February 10. It is alleged that the now deceased pulled a firearm on the police while they were conducting a search of a room, and in response the police fired at the man. He was pronounced dead at KPH. A Sig Sauer pistol was reported as recovered from the scene.
Metcalfe Street Secure Juvenile Remand Centre
It has been reported that two juvenile wards in custody at the institution were attempting to escape this morning, February 10. One was caught while it is alleged that the other was shot by Sentry Officers, attached to the Department of Correctional Services, as he attempted to scale a wall. The juvenile is
